Manchester City Council's vision was set out in their Access 2000 strategy. This vision was that Manchester should be the most accessible city in Europe.

However, many of Manchesters buildings are listed by English Heritage and therefore this makes it incredibly difficult to get disabled access approved. Manchester has fifteen Grade I listed buildings and 77 Grade II* listed buildings.
